The state governments have higher stakes in these airports and take the lead with joint venture partners. The state is studying the airport models of Kochi, Navi Mumbai, and Jewar in Noida. A detailed project report needs to be prepared and then the government will decide which model to adopt and then apply for a licence. A greenfield airport is developed after a two-stage process of site clearance and in-principle clearance. Industries secretary S Krishnan said the state government would submit a report for further clearances. Parandur has Sunguvarchatram and Sriperumbudur to the east, Kanchipuram to the south and Arakkonam to the north, all within a 29km radius. The government is also considering building an elevated road to connect the airport with NH 48. The airport’s entrance is likely to be on the new Chennai-Bengaluru expressway that is to be built. And the government has announced that it would extend metro rail to Sriperumbudur. There are a few residential clusters, which will be relocated. This should make acquisition less of a problem.

The 4,000-acre site, on the right side of t h e p r e s e n t NH48 to Bengaluru beyond the industrial hub of Sriperumbudur, is mostly open agricultural land. Now, it may take around two years for the paperwork to be completed and another four to five years to complete construction of the city’s second airport. The site for the aerotropolis has been identified at Parandur.
